Amendment of the Minimum Penalties Ordinance, 1911.

I have introduced the amendments suggested by the Secretary of State into this Ordinance by the General Revision Ord -inance, as suggested by His Excellency, as there is no vital question of principle involved.

Paragraph 2 of despatch. Undoubtedly the meaning of the section is as indicated, and the suggested form of the section is a great improvement. I agree also that the words "or required" are a mistake (para. 3 of despatch) and have accordingly deleted them.

I agree with the other amendments proposed, especially with that referred to in paragraph 6 of the despatch; the words have been deleted; they involved a serious mistake in drafting, which I think must have remained over from an early draft of the

Ordinance.

I have added a few Ordinances to the schedule which had

been overlooked.
